The following community quarantine classifications are series of stay-at-home orders and health precautionary measures implemented by the government of the Philippines through its Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

4 Levels of Community Quarantine in the Philippines

These levels are determined by the government based on the advice of the Department of Health.

Who Are Allowed To Move Outside Their Residence Within And Across Areas Placed Under Any Form Of Community?

  • health and emergency frontline services personnel
  • government officials and government frontline personnel
  • duly-authorized humanitarian assistance actors
  • persons traveling for medical or humanitarian reasons
  • persons going to the airport for travel abroad
  • anyone crossing zones for work or business permitted in the zone of destination and going back home

Community Quarantine Classifications: Enhanced Community Quarantine (ECQ)

WHAT IS ECQ?

The Enhanced Community Quarantine (ECQ) is the strictest form of quarantine. Think of it as Quarantine Level 4. It is a hard lockdown where everyone stays at home except for an APOR or authorized persons outside of the residence. One per household can go out to buy food and medicine and he/she is subject to present valid ID/permission to leave pass (PLP) issued by the Local Government Unit.

Minimum Public Health Standards

Must be complied with at all times.

Activities and Movements Allowed During ECQ

  • Cargoes/couriers especially those delivering food, and essential goods such as toiletries & personal hygiene, cleaning & household products, medical and other and disability related health supports
  • Travel of essential workers from/to their residences
  • Outside movement for purchase of essential goods and medicines
  • Public transportation shall remain operational subject to established capacities and protocols
  • APOR, workers, and cargo vehicles are allowed but subject to presentation of valid ID

Transportation

  • No public transportation
  • Flights: No domestic, limited international

Prohibited Activities

  • Mass gatherings
    • Gatherings outside of one’s residences
    • Gatherings at residence with any person outside of one’s immediate household
  • Religious gatherings
  • Physical classes at all levels
  • Face-to-face meetings 
  • Dine-in restaurants and Al fresco
  • Outdoor exercise is not allowed
  • Other government employees should work from home

Industries Allowed To Operate At Full Capacity

  • Public and private hospitals
  • Health, emergency, and frontline services including those provided by dialysis centers, chemotherapy centers, HMOs, health insurance providers, disaster risk reduction managements officers, and public safety officers, and the like
  • Manufacturers of medicines, medical supplies, devices, and equipment
  • Delivery and courier services, transporting food, medicine, or other essential goods
  • Agriculture, fishery, and their workers, including farmers, agrarian reform beneficiaries, fisherfolk, and agri-fishery stores
  • Essential retail trade and service establishments such as public markets, supermarkets, grocery stores, convenience stores, water-refilling stations
  • Food preparation establishments such as kiosks, commissaries, restaurants, eateries, but limited to take-out and delivery

Industries Allowed To Operate At 50% Capacity

  • Private establishments (only for essential goods and services)
  • Media establishments and their total permanent staff complement
  • Workers accredited by the Department of Transportation

Industries Allowed To Operate With A Skeleton Arrangement

  • Other medical, dental, rehabilitation, optometry clinics, pharmacies, or drug stores
  • Veterinary clinics
  • Banks and money transfer services
  • Telecommunications companies, internet service providers, and cable television providers
  • Manufacturing companies and suppliers (construction works, such as cement and steel)
  • Funeral and embalming services
  • Security personnel
  • Real estate activities limited to leasing only
  • Capital markets
  • Water supply and sanitation services and facilities
  • Energy and power companies
  • Airline and aircraft maintenance, pilots and crew, and employees
  • The Philippine Postal Corporation (PPC), Philippine Statistics Authority (PSA), business process outsourcing firms, export businesses, and printing presses
  • Humanitarian assistance personnel from civil society organizations, non-government organizations, and United Nations-Humanitarian country teams
  • Pastors, priests, rabbis, imams, or such other religious ministers
  • Repair and maintenance of machinery and equipment

  • Individual outdoor exercises within the barangay, purok, subdivision, and/or village allowed from 6AM to 9 AM, must observe safety protocols such as wearing of masks and 2-meter distancing
  • Gatherings for necrological service, wakes, interment and funerals for those who died of causes other than COVID-19 are permitted during the MECQ implementation
  • Religious gatherings will be allowed up to 10% of the venue capacity, but LGUs are allowed to increase it up to 30%

Transportation

  • No public transportation
  • Flight: No domestic, limited international
  • Controlled inbound travel (OFWs/returning Filipinos)
  • Biking and non-motorized transport encouraged
  • No inter-island travel
  • Company shuttles and personal vehicles are allowed so long as passengers are workers in permitted sectors and a two-persons per row rule is observed

    • Gatherings outside of one’s residences
    • Gatherings at residence with any person outside of one’s immediate household
  • Physical classes at all levels

  • Hospitals/ health facilities/ non-aesthetic clinics
  • Logistics services/ delivery couriers
  • Water supply and sanitation
  • Repair and maintenance of types of machinery
  • Telecommunication companies
  • Energy companies/ gasoline stations
  • Aircraft maintenance
  • Public and private construction firms doing COVID-19 essential work
  • Business processing companies
  • Media companies
  • Mining and quarrying
  • E-commerce
  • Banks/ capital markets
  • Real estate (leasing activities)

Industries Allowed To Operate At 50% Capacity

  • Other manufacturing companies
  • Hotel (skeleton)
  • Office administrative/ office support industries
  • Other financial services
  • Legal/ accounting/ management consultancy/ architecture and engineering services
  • Scientific and research development
  • Advertising/ computer programming/ publishing/ printing
  • Film and music production
  • Retail/ repair of vehicles
  • Restaurants (delivery and take out only)
  • Malls and commercial centers (non-leisure only)
    • Limit the number of people inside the mall or store
    • Operating malls are to reduce the number of entrances to better manage foot traffic
    • Senior citizens, pregnant women, and persons with disabilities are only allowed one companion
    • Observe social distancing of people (one meter apart) at all times
    • Ensure that every customer stand on every other step of the escalator to maintain social distancing
    • Increase police visibility; should there be a need to enforce physical distancing

Community Quarantine Classifications: General Community Quarantine (GCQ)

WHAT IS GCQ?

GCQ stands for General Community Quarantine. Under this type of lockdown, the safety measures against COVID-19 are moderate and more lenient compared ECQ and MECQ. It is implemented in provinces or cities that have a moderate to low risk of COVID-19.
